Oslo anchors the cost data and is the most expensive Norwegian city. Bergen, Stavanger and Trondheim are smaller alternatives with similar tax + services but lower rents. Norway's public-services package — universal healthcare, generous parental leave, free higher education — is among Europe's most comprehensive.
